Rachel Mansfield-Howlett practices environmental and preservation law. She represents environmental organizations, community groups, concerned citizens, and governmental agencies throughout California on public interest environmental issues and cases arising under the California Environmental Quality Act (CEQA) with special focus on the preservation of natural resources and adaptive reuse of historic and cultural resources.

In addition to providing traditional legal services, Rachel guides her clients through the often complex city and county administrative processes prior to taking legal action, including:

  • consultation regarding the application of CEQA
  • review of initial studies, negative declarations, and environmental impact reports (EIR)
  • consultation regarding the development of mitigation measures and project alternatives which reduce environmental impacts
  • appearance at administrative hearings
  • writing letters to state and local agencies

Rachel Mansfield-Howlett

Rachel brings a deep understanding and expertise to the complex issues surrounding environmental advocacy and litigation; she has nine years experience in environmental and preservation law, and twenty-five years experience in environmental horticulture and the natural sciences.

Rachel has made Sonoma County her home since 1979. She has a passion for California native plants and Mediterranean gardens, and enjoys hiking in our diverse western environs.

Rachel is also a pianist, and plays classical music.
